IBC Services will work directly with the Institution conducting recombinant research to
establish an IBC and complete the IBC review. The process starts with completing the
IBC Submission Form and Institutional Acknowledgment Letter (Please contact IBC
Services directly for a copy of the Institutional Acknowledgment letter template).
These documents, and the additional documents requested to accompany the submission form,
can be submitted to IBC Services by email
(ibcs@wirb.com), fax ((360) 252-2820),
or mail (the letterhead must be mailed). If you are planning
to complete a submission please give us a call at (360) 252-2850 and ask to speak to a
Scientific Specialist about the submission process. We will walk you through completing
the form and answer any questions.
In completing the submission the Site will need to obtain any required Institutional
approval and identify the internal contact person for the IBC review process. We also
request that you complete any Sponsor contract for the protocol before competing your
submission.
Immediately upon receipt of a complete submission IBC Services will work with the Site
contact to prepare for the initial IBC review. The key steps consist of: gathering any
additional study related materials, identifying a candidate for IBC Site Representative,
establishing and registering the IBC with the NIH OBA, preparing for and conducting the
IBC site visit, and finally scheduling the IBC meeting.
IBC Services provides administrative support for institutions needing an IBC. In meeting
this charge we will work directly with Study Sponsors in certain capacities. We are happy
to receive protocol-wide documents directly from Study Sponsors on the behalf of
participating Investigators (please include a cover letter naming the Investigators). We
will also work with Sponsors by providing general progress reports for a particular
Protocol. Sponsors are also copied on IBC Determinations and upon request we will forward
invoice copies for protocol reviews to a Sponsor contact.

New NIH Safety Reporting Option Available
The FDA-NIH Safety Reporting Portal [www.safetyreporting.hhs.gov] unveiled May 24 will accept reports of adverse events in human
gene transfer trials and is expected to expand to other clinical trial reporting. Reports from gene transfer researchers do require PI registration
with the NIH GeMCRIS system to set up an account [http://oba.od.nih.gov/rdna/oba_gemcris_pi.html].
Reporting on-line does not replace reporting to IBC Services.
